Hong Kong is interesting in the fact that they are as close to "true capitalism" as we currently have on the planet. So the idea is that you can reap the rewards of smart life planning more fully, but at the same time you suffer the consequences of poor life planning, so overall it balances out to mean more personal freedom.
Now, if you're looking for a country that is more socialist, that is they view government as having a responsibility to take care of people, then if you've poorly planned, you'll do alright. But if you're the type that plans well, you'll actually be worse off because you'll be taxed more heavily to take care of those that did not.
So, it depends on what you do with your life. If you follow a good life plan, then Hong Kong will actually be the place to stay as you'll reap more of the benifits from hard work and smart planning than you would anywere else.
If you don't want to do that, and you don't want to worry about having to, then move to almost any European Country. Switzerland would probably be the best choice based on health care and the way their culture views older people. That, and no other country would ever invade it because it's the most "secure" country in the EU, in terms of real national security, not American Style Imperial Military. There is a reason why Hitler never took it even though he controlled everything else around it.
The other idea that some people in the EU and America have taken to is saving throughout their life, and then retiring to a third world country were their retirement savings will last much longer and afford them a higher standard of living than they would have in their home countries.
