Three steps:

One: End corruption.

Two: Identify the assets of the country that can be developed using resources at hand. Both the natural and Human resources.

Three: Create a stable government, because only stability invites foreign investment, which would be required for development.

Massive immigration to Europe would be a good solution: The people that stay would have more natural resources, as well as money sent by those in Europe. With time, that people would come back and start better forms of government.
